The present invention enables the setting of a threshold value for recognizing a previously registered person based on similarity to be easily performed. A person recognizing device by an embodiment of the present invention includes: a mode selecting means which selects an operation mode for determining whether a person photographed by a camera is a previously registered person or not and a setting mode for setting a threshold value for being used in the determination; a person determining means which determines a person who has similarity, between extracted face feature information and remembered face feature information, which is more than or equal to the threshold value as a registered person in case the operation mode is selected; an output means which outputs the determination result of the person determining means; a threshold value setting means which sets the threshold value based on the similarity between face feature information extracted by photographing the registered person with the camera and the remembered face feature information and the similarity between face feature information extracted by photographing a person except the registered person with the camera and the remembered face feature information in case the setting mode is selected.
