PROBLEM TO BE SOLVED: To provide: a master determination apparatus capable of automatically determining the type of a master even from among masters having a fiber layer without the need to dispose a means for discriminating on the master; a plate making apparatus; and a stencil printing apparatus.SOLUTION: A master determination apparatus includes: fiber layer detection means (12, 13) for detecting the number of fiber layers included in a master; and a master type determination means (14) for determining one among a plurality of previously registered types into which a master is classified using the detection result.
