This power storage system is provided with a secondary cell pack (11) and a system protective unit having a system protective function of shutting off the secondary cell pack (11) from outside of the power storage system. This secondary cell pack (11) is provided with a secondary cell (101), and a cell protective unit (102) having a cell protective function of shutting off the secondary cell (101) from outside of the secondary cell pack (11). Further, the cell protective unit (102) monitors a state value that indicates the state of the secondary cell (101) and controls implementation of the system protective function and the cell protective function on the basis of said state value.
