PROBLEM TO BE SOLVED: To provide an image quality estimation device capable of estimating image quality with high accuracy by taking into account influence of spatial frequency distribution unique to an image.SOLUTION: An image quality estimation device pertaining to this invention comprises: a first area extraction unit 20 for extracting at least one local area from an image for learning which is pre-degraded for learning based on area characteristic for identifying the area in the image; a learning unit 40 for associating the local area extracted by the first area extraction unit 20 and an image quality evaluation value applied to the local area by comparison of the image for learning before and after degradation, repeating association by using different images for learning and learning about image quality degradation; a second area extraction unit 60 for extracting the local area from an inspection image on the basis of the area characteristic; and an estimation unit 70 for estimating extracted image quality degradation for the local area by from the inspection image on the basis of the area characteristic; and an estimation unit 70 for estimating the image quality degradation of the extracted local area by the second area extraction unit 60 on the basis of the learning result by the learning unit 40.
