Provided is a composite photocatalyst which exhibits excellent water splitting activity under irradiation with visible light, and which includes hydrogen-generating photocatalyst particles, and oxygen-generating photocatalyst particles. Also provided is a photocatalyst material obtained by fixing, to a base material, a photocatalyst layer including the composite photocatalyst. The composite photocatalyst includes hydrogen-generating visible-light-responsive photocatalyst particles having a primary particle size of not more than 100nm, and oxygen-generating visible-light-responsive photocatalyst particles. The hydrogen-generating visible-light-responsive photocatalyst particles and the oxygen-generating visible-light responsive photocatalyst particles are in contact with each other.
