A mobile device includes a cooperator detector, a cooperation planner and a situation processor. The cooperator detector selects a cooperative mobile device from among adjacent mobile devices. The cooperation planner determines a cooperative plan for monitoring a cooperative situation with the cooperative mobile device. The situation processor performs situation monitoring based on the cooperative plan. Thus, it is possible to efficiently use a resource and expand a situation monitoring area.
