PROBLEM TO BE SOLVED: To achieve random access even if GOP is lengthened.SOLUTION: A video information unit includes: an access point P picture which is a P picture used as an access point to which random access is possible and which is encoded based on a previous P picture predicted without using an I picture at the head of the video information unit to which the P picture belongs or a B picture; and a P picture and the B picture, which are pictures subsequent to the access point P picture, and are predicted based on the previous access point P picture or a P picture or a B picture predicted from the access point P picture, and in which the pictures before the previous access point P picture are not used for prediction.
