<p>In this invention: an updated region encoding means detects an updated region from a frame of an input image signal, and encodes the updated region; a re-send candidate tile extraction means extracts tiles from within a screen, said tile being a partial region that does not belong to the updated region in the current frame and that has been transmitted by being encoded at a quality lower than or equal to a first quality; a character likelihood estimation means calculates, for each tile extracted by the re-send candidate tile extraction means, a likelihood value which indicates the likelihood that the tile is a character region; and an in-order-of-character-likelihood intra-update means selects the tiles in descending order of said likelihood value from among the tiles extracted by the re-send candidate tile extraction means, and transmits said tiles by encoding same at a second quality that is higher in quality than the first quality.</p> |
