A lithium-ion secondary cell (100) has an electrode plate (101) in which formed on a current collecting foil (Z) is a mixture layer (53) comprising powdered mixture particles (51). The following are provided on the current collecting foil (Z): a binding material coated section (ZT1) on which a binding material layer is formed having patterned markings; and a binding material non-coated section (ZT2) on which a binding material layer is not formed. The mixture particles (51) contain at least an electrode active material (K) and a binding material (B2). The mixture layer (53) is formed on the binding material coated section (ZT1) and the binding material non-coated section (ZT2).
