The present invention involves preparing a table (4-1) of multiple SOC-OCV properties including full-charge properties, complete-discharge properties, and one or more SOC-OCV properties which divide the region between the full-charge properties and the complete-discharge properties, and then imparting a movement value to each of the SOC-OCV properties. A movement-amount calculation unit (4-2) calculates the movement amount of the SOC-OCV properties according to a current-accumulation amount, on the basis of the current-accumulation amount caused by complete discharge, and the movement value of the SOC-OCV properties used immediately prior to the complete discharge. An SOC-OCV-properties selection unit (4-3) determines the movement value closest to said movement amount, and selects the SOC-OCV properties having said movement value. An SOC estimation unit (4-5) estimates the SOC value on the basis of the measured OCV value, by using the selected SOC-OCV properties. |
