Disclosed are a control device for an anti-rolling tank and a control method thereof. According to one embodiment of the present invention, the control device for an anti-rolling tank includes: an anti-rolling tank which is placed on the top of an engine room of a ship and partially stores a fluid inside; a rolling response characteristic database which is connected to a water supply/drainage unit for supplying or draining the fluid inside the anti-rolling tank and evaluates, records, and stores rolling response characteristics to possible wave conditions in the sea through a numerical simulation on mobility performance; and a controller which receives meteorological data from a meteorological prediction unit corresponding to a track in which the ship is to sail, sailing data of the ship, and analysis data for controlling the anti-rolling tank as an input, searches for an expected anti-rolling angle from the rolling response characteristic database, calculates possibility of rolling of the ship by comparing the searched expected anti-rolling angle and a reference value, and determines whether to allow operation of the anti-rolling tank or not.
