PROBLEM TO BE SOLVED: To prevent unintended false operation and wasteful power consumption when controlling a vehicle mechanism mounted on a vehicle from the outside.SOLUTION: A portable machine 20 has output switching means (23 and 24) which switches output intensities of response signals between a normal output and a low output with an available communication distance shorter than the normal output. When a second vehicle side receiving section 12 continuously or intermittently receives a short distance response signal, an on-vehicle control device 10 performs a second control process of a vehicle mechanism 30 different from a process when receiving a normal response signal.
