The present invention relates to an apparatus and a method for calculating a deformation rate of a cable in a duct which comprise: a video acquisition unit which a plurality thereof is installed on the upper side of the duct and acquires a video image of the cable in the duct; a data analysis unit which calculates displacement depending on change in a position of the cable by analyzing the first video image and a current video image of a cable in the duct, thereby visualizes a position of the cable; and a calculation unit of a cable deformation rate which calculates a snake width and a snake pitch of the cable based on the position of the visualized cable and applies temperature variation of the cable to the calculated snake width and the snake pitch, thereby calculates the cable deformation rate.
