The present invention relates to a gel polymer electrolyte composition and an electrochromic device using the same, and more specifically, to: gel polymer electrolyte composition which includes an organic solvent containing a polymer and carbonate substituted with fluorine for controlling the leakage of liquid and improving stability, has excellent responding speed when the composition is applied to an electrochromic device by improving ion conductivity, is easy to control the reaction speed and hardness during a polymerization, and is capable of maintaining the stability of a production process and a product by having less expansion and contraction of the volume; and an electrochromic device using the same.
