PROBLEM TO BE SOLVED: To reduce an amount of carbon dioxide to be used and shorten the time necessary for neutralization by contriving a way of introducing the carbon dioxide.SOLUTION: A neutralization apparatus 100 includes a bubbling unit 130 where bubbles of carbon dioxide having a mean particle diameter of 200 μm or more and 2.5 mm or less are bubbled into waste water 102 generated by bringing cement into contact with water to neutralize the waste water 102. As a result, dissolution efficiency of the carbon dioxide into the waste water 102 is improved and the time required for neutralization of the waste water 102 is shortened.
