The present invention relates to a method and device for seeking the characteristics of data to be transmitted by a terminal and carrying and transmitting small data in a control message. The method of transmitting data by the terminal according to the present invention includes: generating IP data; determining whether the data has a size smaller than or equal to a preset reference size or corresponds to small data matching identification information on a preset service; and transmitting the IP data to a network as a control message through a connection management (CM) layer.
