The present invention relates to an apparatus and a method for monitoring and controlling a device located in a remote site using a mobile communication terminal which allow a user monitor and control various devices (for example, engine, motor, tank, nozzle and et cetera which are interoperated with a pump) which are located in a remote site (for example: greenhouse) using a mobile communication terminal by comprising: a step of interfacing with a mobile communication terminal which accesses a remote site corresponding to an IP address received from an DDNS; a step of receiving predetermined operation or state value of function of devices commanded by an address which is designated when installing by communicating with a controller (for example, PLC) which is connected to a predetermined device (for example, engine, motor, nozzle and et cetera which are interoperated with the pump installed in the greenhouse) or receiving a determined value for abnormality of the predetermined device; a step of converting the received predetermined operation or state value of function, or the determined value for the abnormality of the predetermined device into text or image so that a user can easily determine; and a step of notifying the state of the predetermined device or the abnormality to the user by transmitting the converted text or image with a tag which corresponds to the address.
