A small cell base station is provided including resources for connection with user terminals and having a group of registered user terminals authorised to connect with the small cell base station; in which a first part of the resources arc for connection only with the registered user terminals; and a second part of the resources are for connection with at least one user terminal from a set comprising unregistered user terminals and the group of registered user terminals.
