Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a fluid inlet at the stem of a ship; a fluid outlet on the side of the ship; a tunnel having a flow passage to connect the fluid inlet to the fluid outlet; and an airfoil member inside the tunnel to generate propulsion in the sailing direction of the ship using the flow of a fluid inside the tunnel.
