PROBLEM TO BE SOLVED: To provide a concentrated solution (liquid concentrate) for preparing a surface conditioner, a surface conditioner (a treatment solution in preparing a surface), which have excellent stability of dispersion, and a surface conditioning method using this surface conditioner. SOLUTION: The concentrated solution for preparing the surface conditioner of pH3-12 contains zinc phosphate particles. The zinc phosphate particles have D<SB>50</SB>of≤3μm.
