The control device (1) has housing portion (2) that is provided with flap (13) pivoting between closed position and opened position. A spring return actuator drive unit (6) is arranged on outside of the housing portion for pivoting the flap. The actuator drive unit is configured to pivot the flap from closed position into open position during initial application of the voltage. Independent claims are included for the following: (1) a ventilating system mounted on building; and (2) a method for controlling control device for controlling volumetric air flow.
