The present invention relates to a composition for accelerating germination or growth of a plant having a Tap46 coding nucleotide sequence or a recombination vector for expressing a plant in which the sequence is inserted, a transgenic plant in which the composition is transduced, a method of producing the transgenic plant, and a method of accelerating germination and growth of the plant. The nucleotide sequence used in the present invention is involved in germinability, growth ability and viability of seeds, and when the plant is transformed using the nucleotide sequence, the viability of seeds is improved to increase the storage period, and thus the nucleotide sequence can be applied to a novel functional plant body and biomass which can be rapidly cultivated. Also, the nucleotide sequence used in the present invention may increase not only a size of a plant seed, but also a content of seed oil in seed, so that the nucleotide sequence may be used for improving productivity of seed oil used in a variety of uses as well as edible use.
