The apparatus has a magnetic coil device (5) equally opening an outer valve device (9) and an inner valve device (10) in an excited state. External- and internal magnetic forces induced by the coil device act on the outer- and inner valve devices. The coil device comprises magnetic coils (5a) and a pole piece (4). The inner valve device has axial movable components e.g. inner armature (16) and inner sealing yoke (17), which are supported over an inner spring element (21) against the outer valve device, where the inner spring element acts between the inner- and outer valve devices.
