The present invention relates to pass line setting method and apparatus, which are capable of changing and applying a pass line value according to various factors of a slab when rough rolling a thick plate. According to an embodiment of the present invention, the pass line setting apparatus for rough rolling a thick plate, which is an apparatus for making a length and a width by rotating a rolling material 90 degrees in order to manufacture a thick plate, comprises: an upper work roll and a lower work roll arranged by being vertically separated in order to roll a rolling material by vertically pressurizing the rolling material; a temperature measuring means, which is installed in an inlet where the rolling material is inserted between the upper work roll and the lower work roll based on the upper work roll and the lower work roll, for measuring the temperature of the upper and lower sides of the rolling material; a pass line adjusting means for adjusting a pass line by vertically moving the location of the lower work roll; and a control means for controlling an operation of the pass line controlling means by using the calculated value of a bending amount after calculating a bending amount of the rolling material by using a steel grade of the rolling material, a temperature difference value between the upper and lower sides of the rolling material measured in the temperature measuring means, a pass line value, and an aspect ratio value.
