The present invention relates to a network access control system and a method for controlling access of a terminal thereof which include: at least one terminal device which is capable of being connected with at least two networks which provide a communication service with different methods, and registering terminal information having accessible network types in the current location; and a network access control device for receiving and storing the terminal information, searching at least one reception terminal device which a recipient possesses by recognizing the recipient when a call connection request is received for the terminal device and performing call connection to a terminal device which is selected according to a predetermined call connection order. Therefore, the call connection success rate can be increased by periodically receiving accessible networks from the terminal device, registering the networks and connecting a call according to the predetermined connection order; and user convenience can be improved by connecting a call to a terminal which is selected by a user.
