A power plant includes a platform with converter of wind energy to electric energy installed on a circular pontoon, it is arranged as a wind wheel with a shaft, and electric generator. It includes a wind wheel with vertical axis of rotation with a shaft connected with spokes to the rim of the wheel, on that one rotary canvas-blades are installed, and the plant is additionally equipped with a converter of water energy to electric energy, the circular pontoon is arranged as separate vertical cylindrical floaters connected to each other with tubular elements and provided with anchors, the platform is arranged as a circular mono-rail that is rigidly fixed at above on the circular pontoon with possibility of displacement over it and holding both wind wheels on it, at that the converter of water energy to electric energy is arranged as remote movable in vertical plane vertical consoles attached to the inner section of the rim of the wind wheel or to the spokes of the wind wheel, installed with possibility of turn with respect to the vertical axes of those, intended for placement in water bulk, at the lower end of each of those electric generator is fixed, with screw of hydro-turbine installed with possibility of rotation in water bulk, at least one pair of remote consoles is provided with mechanisms of lift over the upper plane of the mono-rail, and the plant is provided with control system intended for control of operation of the installation depending on parameters of wind and water, and for its start and termination. |
