Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a ball-shaped stem protruding forwards from stem of a ship; a fluid inlet at the front end of the ball-shaped stem; a fluid outlet to discharge water flowing in through the fluid inlet; a tunnel to guide water flowing in through the fluid inlet to the fluid outlet; a water flow control device to control the direction of a fluid discharged from the fluid outlet according to the operating conditions of the ship.
