Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a ball-shaped stem protruding forwards from stem of a ship; a fluid inlet at the front end of the ball-shaped stem; multiple fluid outlets on both sides of the body of the ship to discharge water flowing in through the fluid inlet; a tunnel for guiding water flowing in through the fluid inlet to the fluid outlets; and an opening and closing device at each fluid outlet to individually open or close the fluid outlets.
