PROBLEM TO BE SOLVED: To encode an image with sufficient image quality while a use band of a memory bus is suppressed within a fixed range.SOLUTION: A video input section (101) writes a moving image in a memory (103). A motion prediction section (104) reads the moving image stored in the memory (103) and predicts motion for each block in a reduced image. A bus rate monitoring section (106) quantifies a bus use amount by data output to the memory (103). A motion prediction direction control section (107) controls a motion prediction direction of a motion prediction section (105) in accordance with a prediction result of the motion prediction section (104) and a monitoring result of the bus rate monitoring section (106). The motion prediction section (105) refers to the prediction result of the motion prediction section 104 and predicts the motion in a prediction direction controlled by the motion prediction direction control section (107) in an image with original pixel density. |
