A resetting method for a transmission sequence number and a radio network controller. The resetting method for a transmission sequence number includes: a radio network controller receiving a data packet; the radio network controller judging whether first access resource information of a user equipment in the data packet is consistent with second access resource information of access resources of the user equipment maintained in the radio network controller; and if not, the radio network controller resetting a transmission sequence number of the data packet maintained thereby and corresponding to the user equipment. The method realizes that when a user equipment re-accesses and initiates new data transmission, a radio network controller resets a transmission sequence number, reducing the time delay of the radio network controller for data processing.
