Disclosed are a method, system, and related device for transmission. The transmission method comprises: a terminal combines the first Semi-persistent Scheduling (SPS) and the second SPS; the terminal sends data packets of Voice over Internet Protocol VoIP and high priority messages at the same time by the combined first SPS and second SPS, wherein transmission class of said high priority messages are higher than said data packets of VoIP. By the present invention, data packets of VoIP and high priority messages can be sent at the same time using extra SPS. It can solve the problem of telecommunication quality of VoIP not very high in the prior which is generated by segmentation and delay of data packets of VoIP, and can avoid adding requirements for physical downlink control channel capacity in dynamic resource scheduling. By flexible allocation and using the SPS, it can improve quality of telecommunication and promote users' usage experience.
