The present invention pertains to a method for producing an organic electroluminescent element by laminating an organic layer (13) to an electrode layer (2) formed on a substrate (1). The present invention includes: a step for washing by wiping the surface of the electrode layer (2) by means of a cloth (3) soaked with a washing solution; and a step for laminating the organic layer (13) to the post-washing electrode layer (2). The present invention pertains to a substrate washing device (11) that wipes the surface of a substrate (10) by contacting a tape-shaped cloth (3) onto the substrate (10). The present invention is provided with: a roller (4) that moves the cloth (3) while pressing the cloth onto the substrate (10); and a reel (5) that supplies the cloth (3) to the roller (4). The roller (4) has, at the surface contacting the cloth (3), a high-pressing section (40) that locally heightens the pressing pressure of the cloth (3) to the substrate (10).
