PROBLEM TO BE SOLVED: To provide a semiconductor light-emitting device with less directional dependence of chromaticity and a light-emitting module.SOLUTION: A semiconductor light-emitting device comprises: a semiconductor light-emitting layer emitting first light; a pair of electrodes connected to the semiconductor light-emitting layer; a phosphor layer covering at least a center portion of the semiconductor light-emitting layer and in which a phosphor absorbing the first light and emitting second light is contained in a transparent resin; and a chromaticity adjusting layer covering at least a peripheral portion of the semiconductor light-emitting layer and in which the concentration of a phosphor is lower than that of the phosphor. The chromaticity adjusting layer is exposed to an outer surface of the semiconductor light-emitting device.
