The device (1) has an inlet terminal (5) and an outlet port (7) arranged in a valve space of a valve housing (2). An idle fluid passage area is formed between the inlet terminal and the outlet terminal. The valve housing is provided with a permanent magnet arrangement. Multiple flux conductive pieces are arranged on an axis of an electrical operable coil arrangement and the magnet arrangement in quiescent state. Toroidal coils move along direction of the coil arrangement and flux conductive pieces.
