PROBLEM TO BE SOLVED: To provide an optical fiber winding device and a winding method capable of reliably preventing a line slash generated at the time of switching a bobbin.SOLUTION: An optical fiber F is wound up in winding bobbin 22a. A line slash prevention means 24 is placed on a position covering a part where the optical fiber F is wound up in the winding-up bobbin 22a at least at the termination of the winding-up process. A static electricity generation means 25 which charges static electricity, which is reverse potential to that of the wound up optical fiber F, to the line slash prevention means 24 is prepared. |
