PROBLEM TO BE SOLVED: To provide a cooling apparatus capable of suppressing temperature rise in a seal part for sealing a penetration part of a reactor containment vessel.SOLUTION: A penetration member 32 and a hatch 31 are provided with a weir 32a and a weir 31a in a position having a predetermined length in a penetration direction from a seal part 33. An outer circumference of the hatch 31 is arranged with a cooling water jetting device 40 comprising an annular piping part 41 and a plurality of nozzles 42. The cooling water jetting unit 40 is connected to a cooling water supplying device 50 comprising a temperature monitoring unit 51, an air actuated valve 52, a cooling water tank 53, and a pressure accumulation tank 54. When temperature of the seal part 33 exceeds its heatproof temperature, the air actuated valve 52 opens to supply water to jet it from the nozzles 42.
