PROBLEM TO BE SOLVED: To suppress deterioration in throughput or delay in processing such as handover due to increase in measurement gap in wireless communications involving carrier aggregation.SOLUTION: A communication control device comprises: a wireless communication section configured to perform wireless communications with a terminal device on a communication channel formed by integrating a plurality of component carriers; and a control section configured to control allocation of measurement gaps for the terminal device according to the component carrier. The control section allocates the measurement gaps to more component carriers when the channel quality of the communication channel is lower.
