Provided is a communication system for efficiently performing media data communication with minimal loss in communication quality. The present invention pertains to a communication device for relaying data between a plurality of networks. The communication device is provided with: a data processing means for transmitting received data over a route that is able to reach the destination of the data; a means for managing, in session units, data flowing through the communication device and categorizing the managed sessions into management sessions and non-management sessions; and a means for determining a route for a management session in response to the status of the non-management sessions that pass through the routes. The data processing means transmits data pertaining to a management session over a route.
