PROBLEM TO BE SOLVED: To provide a processing unit of a PCB pollutant except for nonferrous metal, capable of separating-removing PCB remaining in carbide.SOLUTION: A processing unit comprises: a vacuum heat treatment device 12 for carbonizing a PCB-contaminated product except for nonferrous metal (for example, paper and wood) 11 in a vacuum heating state; an alkaline cleaning device 16 for cleaning the carbide 13 being the PCB-contaminated product after vacuum heat treatment by an alkaline solvent 15 in the vacuum heat treatment device 12; a water cleaning device 18 for cleaning a PCB-contaminated processed product 14Aafter alkaline cleaning by wash water 17; a dehydrator 19 for executing dehydration treatment on a PCB-contaminated processed product 14Aafter cleaning; a dryer 20 for drying the PCB-contaminated processed product for drying a PCB-contaminated processed product 14Aafter dehydration treatment; and an elution determining device 21 for determining the existence of inclusion PCB in ae PCB-contaminated processed product 13Aafter drying.
