PROBLEM TO BE SOLVED: To provide a base station, a radio communication system, and a radio communication method which can suppress network congestion due to increase in communication traffic volume.SOLUTION: An eNB20 communicates with a mobile station which can perform communication by first and second radio communication systems. The eNB20 comprises a control unit 242 and a radio communication unit 21. The control unit 242 estimates communication loads of the first and second radio communication systems on the basis of the number of times of communication which is performed by automatic calling from the mobile station and the maximum number of times of communication which can be performed by the automatic calling. The radio communication unit 21 notifies the mobile station of the radio communication system having a smaller communication load estimated by the control unit 242 from the first and second radio communication systems. |
