The present invention relates to a propulsion braking command transfer device of a high-speed railway vehicle and the high-speed railway vehicle and, more in detail, to a device for transferring a propulsion braking command of a master controller to a propulsion device or a braking device when an engineer of the high-speed railway vehicle tries to manipulate the master controller to accelerate or decelerate the vehicle, and the high-speed railway vehicle having the propulsion braking command transfer device. The propulsion braking command transfer device of the high-speed railway vehicle according to the present invention comprises: the master controller for outputting an analog propulsion braking command according to manipulation of the engineer; a propulsion device for accelerating the vehicle according to a propulsion braking command; the braking device for decelerating the vehicle according to the propulsion braking command; a first controller for receiving the analog propulsion braking command from the master controller, converting the analog command into a digital command, transferring the digital command to a second controller of a passenger car via an existing first communication line and transferring the digital command to the propulsion device or the braking device of its motive power car via an existing second communication line; and a second controller for receiving the digital propulsion braking command, transferring the command to the second controller of another passenger car via the existing first communication line and transmitting the digital command to the propulsion device or a braking line of its passenger car via the existing second communication line.
