PROBLEM TO BE SOLVED: To reduce scheduling time.SOLUTION: The present invention is applied to a scheduler 40 which constitutes a network system of a TDM system. The scheduler 40 of the present invention has: an AC traffic amount totalization section 401 which, from each node constituting the network system, periodically totals the traffic amount requested by each path which uses each node as a transmission source node; a traffic deviation detection section 403 which generates traffic deviation information indicating the deviation state of traffic when traffic deviation for each path in a network is detected on the basis of the traffic amount requested by each path; a traffic deviation information holding section 403 which holds the traffic deviation information; and a node grouper 404 which groups a plurality of nodes constituting the network system on the basis of the traffic deviation information.
