The present invention relates to a system and a method for controlling network access and comprises a terminal device capable of connecting to at least two networks which provide a communication service using different methods and for registering terminal information including network kinds which can be connected in a current position; and a network access control device for executing call connection using a network which is selected according to a predetermined selection reference by confirming the network kind of a reception terminal device and an origination terminal device when a call connection request is received and the received terminal information is stored. Therefore, the present invention may provide user convenience because a user is not necessary to directly connect a call to other networks according to connection failure. The present invention connects the call by selecting an optimal network which guarantees communication quality according to the origination terminal device and the reception terminal device.
