Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a ball-shaped stem protruding forwards from stem of a ship; and multiple fluid guiding members which have a flow passage on both outer sides of the ball-shaped stem to guide fluids towards the side of the body of the ship, a fluid inlet on the side of the ball-shaped stem, and a fluid outlet on the top front of the trough of waves caused by the stem.
