A fixing device includes a pair of fixing members that contact each other and that rotate or circulate, and that heat and press a sheet to fix the toner image to the sheet, the pair of fixing members being such that at least one of the pair of fixing members is to be cleaned; and a first cleaning device that cleans the at least one of the pair of fixing members to be cleaned by removing any residual toner on the at least one of the pair of fixing members to be cleaned therefrom. The at least one of the pair of fixing members to be cleaned includes a fixing belt and a supporting member. The first cleaning device includes a cleaning roller.
