The present invention relates to an electronic security locking system for a ground facility case, which can lock the door of a ground facility case by a high level of security and completely manage the security history of respective ground facilities. The electronic security locking system for a ground facility case according to the present invention comprises: a portable terminal having an electronic tag which stores a security code and capable of communication through a broadband mobile communication network; a security locking apparatus installed in a case, which accommodates ground facilities, to unlock a door of the case in response to the authorized security code by reading the electronic tag during the approach of the portable terminal; and a management server for transmitting the security code to the portable terminal through the broadband mobile communication network after an authentication process when requested by the portable terminal, wherein the security locking apparatus comprises: a mechanical locking unit for mechanically locking and unlocking the door of the case by the physical structure of a security key; an electronic locking unit for electronically locking and unlocking the operation of the mechanical locking unit; a tag reader for reading the security code stored in the electronic tag; an electronic locking unit control unit for determining whether or not the security code read by the tag reader is the authorized security code and controlling the locking and unlocking of the electronic locking unit depending on the result of the determination; and a security code generation unit for removing the security code used and generating a new security code to write the new security code on the electronic tag of the portable terminal, the portable terminal encrypts the new security code to transmit the encrypted new security code to the management server, and the management server receives the new security code from the portable terminal to generate the next security code for the corresponding security locking apparatus.
