The present invention relates to a composition including compounds isolated from extract of carthamus tinctorious L. seed as active ingredients. Specifically the compound isolated from the extract of carthamus tinctorious L. seed according to the present invention can be used for skin external pharmaceutical compositions or cosmetic compositions which show treatment and prevention effects related to skin aging by conducting an elastase inhibition activity test, collagenase inhibition activity test, fibroblast survival rate measuring test, test for finding out effects on pro-collagen biosynthesis and hyaluronic acid biosynthesis, and MMP-1 inhibition rate measuring test which are related to skin aging; measuring protein expression rate of MMPs in CCD-986sk induced from UVB; and confirming effects as an anti-skin aging agent.
