PROBLEM TO BE SOLVED: To provide a cutter for a strip member capable of improving maintainability of a cutting blade and also reducing a cost required for machining or grinding the cutting blade. SOLUTION: Since one of cutting blades 10 of respective cutting blades 10 and 20 is formed of a harder material than the other blade 20, only the less hard cutting blade 20 may be ground or replaced in maintenance. Thus, workability of the maintenance can be improved and the cost can be reduced. In this case, since the use of the less hard blade 20 for cutting can be increased when compared with a case where both cutting blades are formed of a less hard material, frequency of the maintenance also can be reduced. In addition, as the cutting blade 20 is less hard than the cutting blade 10, a service life of the blade 10 can be lengthened.
