PROBLEM TO BE SOLVED: To provide an active oxygen species generator which does not generate a secondary gas, reduces energy consumption and surely suppresses germs from propagating on a surface of an inner wall of a pipe. SOLUTION: The active oxygen species generator includes: a pipe 1; a pipe 3 arranged on a downstream side of the pipe 1; and a means 2 for improvement of dissolved oxygen arranged between the pipe 1 and the pipe 3. The means 2 for improvement of dissolved oxygen increases the concentration of dissolved oxygen in the water in the pipe 3 higher than that in the pipe 1.
