The present invention relates to ecological construction using ecological materials such as wood and chaff charcoal and, more particularly, to an improved eco-structural insulated panel capable of effectively performing an indoor humidity regulating function using ecological materials, and an eco-building desirably using the same. The improved eco-structural insulated panel is a building panel with a fixed thickness and comprises: a structural wooden frame which is formed of a structural square timber in order to form rectangular edge of a panel; a structural wooden board which is fixated to the structural wooden frame in order to form one surface of the panel; an ecological material layer which is formed by filling an ecological material into a space surrounded by the structural wooden frame above structural wooden board; and variable waterproof paper which is fixated to the structural wooden frame as covering the ecological material layer in order to form the other surface of the panel. In addition, the eco-building includes the improved eco-structural insulated panel as an outer wall body, and fixates the variable waterproof paper to between a floor slab and a ceiling slab as positioning the variable waterproof paper in the indoor side.
